Congress’ “approval rating” is low (5%). But individual congressmen get re-elected time and time again. Does that suggest that the approval rating of many congressmen is really quite high, and that only as a body that they are rated low?
It’s related to “safe districts,” the single-member nature of those districts, and winner-takes-all elections (otherwise called “first-past-the-post” elections).
